Background History

  • Printing costs have increased 15%-17% each year since 1999
  • Many other state supported institutions in Virginia have implemented Pay for Printing within the past 4 years.
  • In early 2002, OCCS developed a Project Plan to gather data regarding printing in OCCS supported academic labs.
  • In early 2002 and again in fall 2002, staff met with Student Body Presidents to discuss the increased costs.  Both Student Body Presidents made suggestions and OCCS implemented these recommendations.  Costs continued to rise at the same percentage.
  • During the last fiscal year (July 1, 2001 - June 30, 2002), students printed over 5 million sheets of paper in OCCS supported Academic Labs.  Approximately 50% of these printouts went directly from the printer to the recycling bins.
  • Based on printing costs from July 1, 2002 to mid-spring semester 2003, it is estimated that printing costs will increase approximately 17% during the current fiscal year.
  • OCCS monitored individual student printing during Fall 2002 semester.  Per the chart below, students printed between 1 sheet and 11,000 sheets; 82% printed under 500 sheets.

  • A quota of 500 sheets will be placed on each student's LAN account on day 1 of fall and spring semesters.  One quota of 500 will be issued for all summer sessions and will be added to each account on the first day of Session 1.  For this summer ONLY, the quota will be applied to accounts on July 1, 2003.  Based on average usage, quotas may be increased or decreased for future semesters.
  • Duplex printing will be provided in all OCCS supported academic labs beginning fall semester.  During summer sessions, duplex printing will be available in Education 229 only.  Pages printed as duplex, (printing on back and front), will be subtracted as 1 sheet against quota balance.
  • Students will be able to review their quota balance while logged into their LAN account and quota balances will display on each login to the account and before each print job is sent to the printer.
  • Additional sheets may be purchased at $.07 each at the Monarch Technology Store or on-line.
  • Refunds for printer malfunctions will not be provided.
  • The table below compares Pay for Print quota/costs at other Virginia institutions with the new Pay for Print Plan at Old Dominion University.
